Councillor Allowances and Expenses

ALLOWANCES
On 28th October 2003, the Parish Council made a Scheme of Members’ Allowances which came into effect on 1st January 2004. The Scheme was reviewed in November 2023 and can be seen here.

The Parish Council’s Scheme is based on the recommendations contained within the Report of the independent Remuneration Panel under Regulation 30 of the Local Authorities (Members’ Allowances) (England) Regulations 2003.  The latest Remuneration Panel Report (April 2021) can be viewed here (on Horsham District Council’s web site).

The Regulations require that the remuneration figure for Parish Councillors be expressed as a percentage of the District Council’s Members’ basic allowance.  The previously set figure of 9.4% was continued.
The annual allowance for 2023/24 and 2024/25 is £514 which is paid quarterly in arrears, through the Parish Council’s payroll system. A list of payments to Members can be seen here.

Members’ allowances are only payable to those Members who have been elected and not those who are co-opted.

The Parish Council does not, within the Scheme, make a differential payment to the Chairman of the Parish Council.  A Chairman’s Allowance, as provided by S15 of the Local Government Act 1972, is available within the Revenue Budget and for 2023/24, that amount is £400.

EXPENSES
The agreed rates for Councillor expenses, as from 1st April 2016, are from the Parish Remuneration Panel Report and are part of the Scheme of Members’ Allowances.
